An interesting one article published by Il Sole 24 Ore tells of a much-anticipated novelty in the cultural sector: with the Circular no. 10/2025 il Ministry of Culture (MiC) finally introduces a clear operating model for the Special Public-Private Partnership (PSPP), dedicated to the integrated development of cultural heritage.
The PSPP instrument, which came into force with Legislative Decree 36/2023, now finds a concrete application framework which translates into practice a new model of collaboration between public, private and third sectors, based on co-design starting from the strategic planning phases and aimed at overcoming the old concession logic, promoting shared cultural projects, oriented towards valorization, sustainability and social innovation.
Some virtuous examples:
- Palace of Caserta – The recovery of the ancient Bourbon greenhouses, thanks to a private investment of over 420 thousand euros, has created a sustainable botanical and educational center, generating new local employment.
- Archaeological Park of the Phlegraean Fields – Partnership management has led 66 thousand visitors in the three-year period 2021–2023 and a significant increase in revenues and royalties.
It fits into this context Heritage Smart Lab (HSL) European Digital Innovation Hub of the cultural and creative sector, co-financed by the European Commission and MIMIT.
