Innovation Procurement is a strategic tool with which the public sector stimulates innovation through procurement. Among its main mechanisms are: Pre-Commercial Procurement (PCP) allows Public Administrations to purchase research and development services, orienting the market towards innovative solutions in response to concrete needs.
Through a multi-stage competitive process – design, prototyping, development and testing – the PA can compare different solutions, select the most effective ones, and share risks and benefits with companies, which retain intellectual property rights to the results.
A concrete example is Smarter Italy, a program promoted by the Department for Digital Transformation and AgID, recently also cited by the European Commission on the platform Public Buyers Community.
As reported in the article “Smarter Italy: bidding phase completed for innovative contract on 'Enhancement of cultural tourism destinations'”The competition for the promotion of cultural tourism received 52 research and development proposals from over 160 economic operators, confirming the strong interest in innovative solutions for the sustainable promotion of Italy's cultural heritage.
