The new initiative of the European Commission “A Culture Compass for Europe” (November 12, 2025) forcefully reaffirms the strategic role of culture for democracy, social cohesion, and Europe's competitiveness. The proposed strategy focuses on four pillars—values, professionals, competitiveness-inclusion, and international relations—and introduces tools such as a Pact for Culture, an Artists' Charter, and a dedicated AI strategy for the creative sector.
One of the most relevant messages is the aim of mobilize public and private funding for culture more systematically: increased dedicated resources, integration of culture into EU financial instruments, and development of new innovative mechanisms together with the EIF, following the example of InvestEU, the CCS Guarantee Facility, and MediaInvest. Europe therefore intends to expand funding channels—public, private, and hybrid—to support the growth, innovation, and sustainability of cultural and creative enterprises.
This scenario strengthens the value of territorial initiatives such as Heritage Smart Lab (HSL), the European Digital Innovation Hub for the cultural and creative sector, co-financed by the European Commission and MIMIT.
