Civil Security: €131 million available for Horizon Europe's 2026 call for proposals.

It is now possible to submit project proposals for the call Civil Security for Society, HORIZON-CL3-2026-01 for a overall budget of €131 million for 21 topics.

The call falls within the scope of the Cluster 3 of Horizon Europe which responds through research and innovation to the challenges arising from threats to overall security, the safety of citizens, critical infrastructure, and the security of society as a whole. These threats are driven by geopolitical, technological, and societal changes, including instability, hybrid threats, the threat of terrorism, climate-related extreme events, and the ongoing technological development and digitalization that threaten to create new vulnerabilities. In addressing these multiple challenges through research and innovation, this Work Programme will support the implementation of the new strategy. ProtectEU – European Internal Security Strategy and European strategy for the Preparedness Union.

The 2026 call provides 21 topics divided into the following destinations:

  • Destination – better protecting the EU and its citizens from crime and terrorism: Research under this heading will contribute to the upcoming Homeland Security Strategy and the counter-terrorism agenda.

 

  • Destination – Effective management of the EU's external bordersResearch and innovation under this Destination will focus on safeguarding and protecting the fundamental right to security and on protecting and promoting fundamental rights as a priority for both European citizens and third-country nationals.

 

  • Destination – Resilient InfrastructureProjects funded under this heading will foster technological and social innovations that strengthen the sovereignty, competitiveness, and strategic autonomy of critical European institutions, authorities, and operators, including their supply chains.

 

  • Destination – European Disaster Resilient Society: proposals relating to the topics of this destination should have as their overall objective the improvement of resilience.

 

  • Destination – Strengthened security research and innovationThis destination aims to help reduce thematic fragmentation by bringing together actors from different security fields and expanding the market beyond traditional thematic silos. It also creates knowledge and value through research in fields (including technology, but also social sciences and humanities) that are not exclusive to a single security sector, but rather cut across the entire Cluster.

The deadline for submitting project proposals is set for 5th November 2026.
